The Manager, Acquisition Policy supports the Director, Acquisition Policy and the Vice President for National Security Policy on all matters relating to DOD acquisition policy, and represents AIA on this and related issues to AIA membership, USG agencies, outside organizations, executive branch agencies, and legislative offices.
The incumbent works with and seeks input from member companies, councils, and committees, and assists with monitoring, analyzing, recommending, and advocating policies concerning: defense acquisition and procurement; acquisition-related legislation, regulations and their implementation; military strategy and requirements; and other related areas.
Core Duties and Responsibilities:
The incumbent maintains regular contact with government officials and representatives from a variety of Cabinet and other departments, including but not limited to the Office of the Secretary of Defense, the military service Secretariats, other defense agencies, and other cabinet agencies and related offices.
The Manager, Acquisition Policy may accompany the Director, Acquisition Policy, the Vice President for National Security Policy, and other senior AIA staff to meet with: members of Congress and staff; senior Administration officials; and senior member company representatives.
The incumbent serves as a central resource person and responds to inquiries from member companies, government officials, military personnel, the public, and the press. These inquiries may range from general questions to highly technical requests requiring significant effort to assemble data and related background information.
The incumbent may be called upon to present industry’s views orally and in writing to government and industry officials and to the media, and to represent the Association in coalitions that are formed to present a unified approach on national security policy issues of mutual interest. The Manager, Acquisition Policy may also be called upon to represent AIA positions as a spokesperson at conferences and seminars. The incumbent will contribute articles and news items to AIA publications, highlighting issues and developments falling within the NSP division’s domain, and prepare summaries of such issues for use during AIA or outside meetings.
The Manager, Acquisition Policy will support the Director, Acquisition Policy, who is responsible for supporting and coordinating the activities of a variety of AIA-sponsored councils, committees and working groups, including the Acquisition Policy Council, Cost Principles Committee, Contract Management Committee, Aerospace and Defense Controllers Committee, Cash Flow Committee, Services Contracting Committee, Washington Procurement Committee, and others.
Additional related duties include:
· Analyzing significant industry problems and synthesize the concepts and ideas coming from government contacts and council, committee and working group activities into cohesive patterns and trends;
· Providing insights into future aerospace developments to prompt deliberations and actions;
· Building industry consensus among member companies on all topics related to relevant issues, and serving as staff liaison to internal and external groups dealing with related issues;
· Assisting with arrangements for periodic council, committee and working group meetings (including, developing agendas, assembling background information and materials, arranging for speakers and other participants, determining location, and ensuring that minutes are prepared);
· Assisting with the planning and execution of major association events, including council and committee meetings, Executive Committee and Washington Representatives meetings, and semi-annual Board of Governors meetings; and
· Other duties as assigned.
Qualifications and Experience:
· A minimum of five years’ experience working within either the Department of Defense or the Armed Services, a DoD supplier, a defense-related consultancy, and/or a trade association
· General understanding of U.S national security
· Military service and DoD experience is highly valued
· Excellent interpersonal, research, and communications skills
· Ability to work within large groups with divergent views to build consensus
· Attention to detail
· A Bachelor’s degree or comparable work experience is required
